A master key hierarchy usually has three layers. At the bottom, an individual change key opens one door or a small keyed-alike group for the person who needs it. In the middle, a sub-master opens a defined group, such as every door on a floor or in a department. At the top, a single master opens the whole set and is kept to a short list of people. Master key system design is the process of deciding where those layers sit for a particular business, choosing hardware that can support them, and cutting and testing the keys so each layer works exactly as planned, no more and no less.

What a shared or multi-tenant building already has in place
Where the property sits inside a larger building, the check looks at what is already shared: a condominium corporation's own lobby or garage system, a landlord's building-wide master, or another tenant's separate keying. The new hierarchy is designed to sit alongside those systems rather than to cut across them, so a tenant's own suite keeps its own private levels while common areas continue to answer to whoever already manages them. Sorting this out first avoids designing a system that quietly conflicts with access someone else controls.
Marking and cutting the actual keys
Keys are cut to the bittings set out in the key schedule and marked in a way that identifies the holder's role or level rather than the door or address it opens, so a key found on its own gives away as little as possible about the building it belongs to. Quantities match what was agreed during the assessment, with each one logged by serial against the person or role receiving it. Blanks for a restricted keyway are cut only against the owner's authorization, keeping future duplication inside the same controlled record.
A chart that answers the question on its own
Once the project is finished, a single question, who can get into this room, has a single answer, visible on the chart without needing to track down whoever issued a key years ago. Every level is listed against the doors it opens and the people or roles holding it, so the record stays useful long after the locksmith has left, rather than fading into the same guesswork the project was meant to replace.

What affects the quote
Documentation and chart detail requested
A simple chart listing levels and holders is the baseline. Some businesses want a more detailed record, cross-referenced by department, room number or staff role, which takes additional time to prepare and is quoted as part of the documentation work.
Condition of the property's current keys
A property with a reasonably current, if informal, sense of who holds which key gives the assessment a shorter starting point than one where keys have been copied and reissued for years with no record at all. More reconstruction work at the start affects the overall quote.
Electronic locks alongside mechanical keys
Where keypad or card doors need to line up with the mechanical hierarchy, the quote includes the extra coordination of matching access levels across both systems and pinning any mechanical override cylinders into the same chart as the rest of the property.

QuestionsCan different lock brands be mixed in one master key system?
Sometimes, but it depends on the keyway and pinning platform each brand uses; some are compatible with one another and some are not. Where a mix already exists on a property, the assessment identifies which cylinders can be brought into a single hierarchy and which need replacing with a matching platform so every level pins correctly across the whole set of doors.
How long does designing and installing a master key system take?
It depends on the number of doors and levels involved. A small business with a handful of doors and one or two levels moves through assessment, pinning and testing in less time on site than a multi-floor property with several departments and a top-level master, where more doors, more testing and more keys to cut all add to the work involved.
How is the key chart kept private?
The chart is handed to a named administrator rather than left as loose paperwork, and it is stored somewhere only that person can reach, separate from day-to-day office records. It is not published, circulated widely or kept alongside general building documents. When the administrator role changes hands, custody of the chart moves with a signed acknowledgement rather than being passed along informally.
